Their strike-points included two of the only bridges leading from the overcrowded and closed-off Gaza seashore to the few areas of ground still accessible to civilians. How were the Israelis able to target with such precision the areas of the city where most Gazans — including most of the young women and children during the war — were sheltering? The answer, according to the French report, was not the Israeli army’s excellent real-time digital map of Gaza, but the mobile phone network of a French telecommunications company, Orange, which supplied this information to Israel for use in the war. The report was obtained by The Associated Press, and the details, based on testimony from three former senior Israeli army officials, were confirmed by a senior official of the French security and intelligence services, who said that the report obtained by AP was a "translation" of a French government investigative report, the original of which is not available to the public. The third Israeli official spoke only on condition of anonymity because he was not authorized to speak to the press. Though the Israelis used sophisticated technology to strike, they also relied on Israel’s intelligence network and networks provided by friendly governments. The French report said that the Israeli army began flying large aircraft equipped with electronic sensors over Gaza City on July 23 — the day the three-day war began — and continued flying over the territory on the night of July 26, when the attacks started. Orange, it said, was among the companies that provided the Israeli army with communications data from mobile phones in the streets of Gaza City. This data was shared with the Israeli army, which then transferred the information to the three Israeli missile-launchers used in the war. The report said that the communications data was collected through the use of an Israeli software program that allowed Israeli intelligence operatives to find the movements of key individuals, and then to construct a graph — or chart — that traced their daily movements. It said that the operators of mobile phones in Gaza City were “innocuous”; they were not suspected of having a military, intelligence or political function. 55cdc1ed1c
